The platform's users could access and download these videos after making payments using cryptocurrencies, which were then converted into tokens that could be used to view content. This system allowed offenders to upload CSAM, verify video titles and descriptions, and assign categories to videos, thereby earning tokens in return.
Each video was uploaded in multiple versions – low, medium, and high quality – allowing criminals to preview the content and pay a fee to unlock higher quality versions. The identified offenders represent only a fraction of the 1.8 million users who are suspected to have logged on to the platform between April 2022 and March of this year. According to Dutch police officials, 13 suspects have been identified in the Netherlands, although no arrests have been made so far.
The operation was carried out by a team of investigators from multiple countries, including Albania, Australia, Austria, Belgium, Bulgaria, Canada, Colombia, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Georgia, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, New Zealand, Norway, Poland, Portugal, Romania, Serbia, Slovakia, Spain, Sweden, Switzerland, the United Kingdom, and the United States. The investigation was a multi-year probe that commenced in 2022.
Europol's Executive Director, Catherine De Bolle, stated that "the digital dimension has driven a rapid evolution in online child sexual exploitation, offering offenders a borderless platform to contact and groom victims, as well as to create, store, and exchange child sexual abuse material." She further emphasized the importance of international cooperation in combating this heinous crime.
The investigation remains ongoing, with more than 3,000 electronic devices seized. It is believed that these devices were used by offenders to access and distribute CSAM. The identified offenders have been accused of not only uploading and watching CSAM but also abusing children.
